2 I am to enclose for Ford Saleitung's perusal / Major Morris's technical report on the defences of Amoy, showing the nature of the Scheme approved by the Admiral. I am to explain that the Report was returned to this Dept. and was offered in the letter of which a copy is enclosed.
3 Mr Chamberlain now proposes, with Lord Salisbury's concurrence, to instruct the Governor to submit Major Morris' alternative proposal to the Admiral forthwith.
